Actually no, yesterday I discovered the amazingly powerful program: E-mote, from an awesome deviation that Kiyopee posted in her gallery.
The program takes a layered PSD image file, and constructs a customizable animated body from it, the overall procedure can be quite time consuming, but as you can see from above, the pay off is well worth the efforts. :D
Regarding the above test image: I exported a number of pictures of one of my characters in ComiPo!, both with and without the hair and face, as well as with several different expressions.

Then I started editing each part in Corel Paint Shop Pro using the selection tool, and having to get creative on occasion, like behind the neck and the parts of the hair that are not visible.
In order to get the full iris and sclera of the eye, I used a composite of the character looking up and down, but there are many other ways to go about this, and I probably could have put more effort into the hair, but since this was just a test, I chose not to.
From there I saved the layers as a PSD, and transferred them over to the E-mote example PSD in Paint Tool SAI, where I replaced each part, renaming and positioning the guides accordingly, and finally saving the file under a different name.
Note: Both E-mote and the PSD your working in require Japanese Locale to work, if you don't want to change your system's locale, then you can use Microsoft's: AppLocale.
Getting the animation was a chore in itself, the program wouldn't export more than 120 frames, so I had to find a Screen capturing software that saves GIFs, and a lot of them either had poor quality or contained a virus, according to popular searches; I eventually found a tool called: LICEcap, which did the trick.

So, for those of you that have been asking if it was possible to animate ComiPo! characters, now you know! ^_^
But don't even ask me for help on this, as I've already said everything I can tell, and it took me a number of hours to accomplish.
However, it can be done, with a hell of a lot of: time, patience and the occasional four letter word. CURSE YOU!
